Are you sure the deploy of C4A_AGENT went ok?
tomcat shows: The requested resource is not available.
Try undeploying and deploying it again.
Do you have a productive HCP account and it is the same tenant number as the C4A environment?
Are you able to test it on another tomcat, without the BO contents?
Hopefully you get it solved.
