how to link created WCA to one existing order

dear Team

im implementing WCM enhanced model EHP6 

as per the business process they might create WCA from the WCD  tcode : WCR7

then later they should link the created WCA to the order

when i open the order and click Application button , there is no option for multiple select only create and create copy option is there

how to configure this ?

by the way im working with permit management and the work approval level is hidden object
