If you're able to see in workflow, check agent is maintained or not.
You can see in workflow who is the approver.
For agent determination expression or rule will be there. Check whether it is picking the agent or not.
Check the reporting hierarchy and Organization management of that employee.
If agent is there and you have maintained all the above things.
Login using approver id.
